is spacerned in order to keep Fishing Junks well in hand certain-

-ly Junks under 100 piculs is to compel them te deposit their

Certificate of Registry and Licence in the custody of the

Officer at the subsidiary Harbour Station and give to my

every junk that wishes to leave for the Fishing Grounds a

Free Special Permit valid for 48 hours as the aase may be but

never to exceed 4 days.

The junk is thus compelled to return to her

anchorage but if she wishes to convey har haul sutside the

waters of the Colony she must clear in the usual way.

The Special Permit will state that the vessel

is simply on the Fishing Grounds and cannot depart from it

except through stree” of weather, or to return to her anchórm

-age.

If such a vessel is found toughing abroad or

passing a Custom's Station without proper clearance paper she my

may be dealt with by the Colonial Harbour Master in conjunction

with the Imperial Chinese Customs.

It might be found desirable to extend this pro-

-cedure to other Stations.

As a result of a visit to various Out-stations

I recommend that Blue Special Permits -Form H. 82 - allowing

Fishing Junks to leave during prohibited hours should be

abolished. The Fishing Licence at increased rate - should be,

in the case of boats under 100 picule, a sufficient warrant to

allow these to move within the Saters of the Colony and to

leave the stations as tides permit. They should not be allowed

to leave the waters of the Colony during prohibited hours except under the conditions stated on pregious page, concerning Cheung Chow and Tai 0.

The want of an effective control at night also

causes unnecessary clerical work to the Officers in charge of

stations who are already taxed to their utmost by the numerous

duties they have to perform.
